1997 In Central Asia, Zanzibarland appeared suddenly. A self-governed independent military state. 1999 Genius Czech bio-technologist Doctor Kio Marv created "Oilix", a micro-bio-chemical that could refine high purity crude oil and petroleum. 1999 Zanzibarland Uprising. On his way to a scientific conference in America, Doctor Kio Marv was kidnapped. Intelligence showed that the kidnappers were from Zanzibarland. The highly secure military stronghold of Zanzibarland, having previously attacked and obtained nuclear weapons from abandoned nuclear storage facilities, now also had possession of Oilix. This military, economic, and political advantage is a threat to the rest of the world that can not be ignored. An order was issued from the American government to the new commander of the Special Force Group Fox Hound, Roy Campbell, to rescue Doctor Marv and take back Oilix. After serious consideration, Commander Campbell decided to recall out of retirement in Canada, former Fox Hound member Solid Snake.
