Secretly using all his monetary and personnel resources from back in his mercenary days to operate an underground mercenary organization. Furthermore, to fund and create a military base he named Outer Heaven. His plan was stopped by the rookie field agent he himself sent - Solid Snake. After the incident escaped to the Middle-East, where all information of him ceased.

Man who held the highest code name of Fox Hound, the code name "Fox". Lone soldier in the initial mission to infiltrate Outer Heaven. (Operation Intrude N312.) After reporting back the intelligence about Metal Gear, he was captured. Rescued by Solid Snake in the follow up mission. Gave Solid Snake information about the Metal Gear. After the incident, went after Big Boss and disappeared.

Former architect designer. Resistance leader. Has detailed knowledge of the architectural structure of the Outer Heaven base. Gave Snake radio support. When he was about to tell Snake the identity of the man behind Outer Heaven, he fell into enemy hands and was killed.
